Arizonans may get the option to buy a new federally compliant ID card, likely ending another showdown with Washington, as lawmakers approved a measure that has floundered in recent weeks.
By a 47-12 vote, the Arizona House yielded to the longstanding federal directive known as Real ID on the session's last day. The bill, if signed by Gov. Doug Ducey, could ensure that Arizona residents won't need a passport to board domestic flights once the federal rules take effect.
Ducey has signaled his support for the measure, saying he wants Arizonans to be able to 'board a plane.'

Sen. Bob Worsley, R-Mesa, wrote the bill to avoid confusion at airports in January, when the federal government will no longer accept Arizona driver's licenses as proof of identification. That would compel Arizona travelers to produce a passport for domestic travel.
“Our TSA officers throughout the state of Arizona are aware of the new temporary driver’s license being issued by the DMV in this state, so we will be accepting them,” said TSA spokesman.
The strike-everything amendment includes the condition that Arizona must first seek a waiver from complying with the Real ID Act of 2005. But Worsley has said he expects that waiver will be swiftly rejected, allowing Arizona's motor-vehicle division to begin creating the new license with enough time to meet next year's deadline.
The bill passed the Senate last month, but House Speaker David Gowan, R-Sierra Vista, failed to assign it to a committee. Worsley resurrected the measure in an overnight hearing last week, but Gowan again failed to advance the bill.

The bill is needed because state law prohibits Arizona from complying with the federal government's secure identification requirements instituted after the 9/11 terrorist attacks. The requirement is already being phased in, with compliant IDs needed to gain entrance to certain federal buildings. The restriction on boarding commercial aircraft is scheduled to start no sooner than Jan. 19.
Worsley's bill would create an optional federally compliant driver's license for Arizonans. Worsley renamed the measure the 'Voluntary Travel ID' bill to quiet criticism that Arizona is bending to a federal mandate.
If the bill becomes law, any Arizonans wanting to use a driver's license as ID when flying would need to visit an MVD office to opt into the new license. It would not require any new documentation or attestations, but applicants would have to get a new photo taken and agree to return for a new one every eight years. A gold star would distinguish the license from the current license.

The hubbub over how long travelers will be able to use driver's licenses at airport security checkpoints is over. The answer: At least for the next two years.
The U.S. Department of Homeland Security, addressing widespread reports that licenses from a handful of states would be rejected at TSA checkpoints as early as this month because of enforcement of the REAL ID Act of 2005, says standard licenses from all states will be accepted through Jan. 22, 2018.
Licenses from most states, including Arizona, will be accepted nearly two years beyond that, through Sept. 30, 2020.

Starting Oct. 1, 2020, all passengers must show a Real ID-compliant license or state ID or other acceptable document such as a passport or Global Entry card. The Real ID Act, passed in the wake of the 9/11 terrorist attacks, is designed to prevent the use of fraudulent IDs. The complaint IDs have more security features than standard ones.

'No individual has to adjust their travel plans right now,' a DHS official said during a media briefing on the deadlines. 'They don't need to rush out and get a new driver's license or a passport for domestic air travel.'
The Arizona Department of Transportation, whose Motor Vehicle Division issues driver's licenses, has said for months that Arizona licenses would be valid at TSA checkpoints into 2020.

But there was confusion about the deadlines among airport officials, travelers and travel agents.
Shelli Romero of Cruise Holidays of Arrowhead in Glendale was worried the deadline was Oct. 10 of this year after checking out a map on the Real ID section of the DHS website. It says Arizona, which is in the process of developing its Real ID license and plans to unveil it in April, has until Oct. 10, 2016.
Contrast that with a question-and-answer section on the Arizona DOT website, which has the 2020 deadline.

DHS officials said the deadlines on their map apply only to gaining admission to federal agencies, bases and buildings that require ID, a different phase of the Real ID Act. The first deadline in that case, for the few states that have not begun developing a Real ID, was Jan. 10.
There is a separate enforcement schedule for the TSA, and those were the deadlines unveiled this month.

The 2018 travel deadline applies to states and territories that don't have a plan in place to create a Real ID. Those are Illinois, Minnesota, Missouri, New Mexico, Washington and American Samoa.
The 2020 deadline applies to the 23 states already complaint with the act and the 27 states and territories, including Arizona, that have been granted extensions because they are developing a complaint ID.

Nearly 80 percent of U.S. flights have Wi-Fi
Good news if you like to get online during a flight: 78 percent of U.S. flights have Wi-Fi, according to RouteHappy. That's up from 66 percent in 2015, according to the travel company's annual global state of in-flight Wi-Fi study.
The only U.S. airline with Wi-Fi on nearly every flight, San Francisco-based Virgin America, doesn't serve Phoenix Sky Harbor International Airport.

The top five airlines, based on percentage of flights (as measured by seat capacity) with Wi-Fi: Scoot, a Singapore-based airline; Virgin America; Icelandair; Delta; and Southwest. Each offers WI-Fi on more than 80 percent of flights.

Last week, the carrier announced plans to offer flights to to Reykjavik from Los Angeles International Airport and San Francisco International Airport, both short hops from Phoenix. • The TSA said last week that there are no more than 2 million members in TSA PreCheck, which offers a fast pass through airport security after a background check that includes fingerprinting.
PreCheck members have a dedicated lane at participating airports (during certain hours) and get to keep their shoes and jackets on and leave laptops and approved liquids in their carry-on bags. Membership has grown since the agency opened 350 application centers around the country, including locations in 38 airports. Sky Harbor has one in the baggage claim area of Terminal 4. The fee is $85 per person for five years.
Another way to gain access to PreCheck lanes: Join Global Entry, U.S. Customs and Border Protection's trusted-traveler program, which provides expedited customs clearance when returning to the United States. It costs $100 for five years and there is an enrollment center at Sky Harbor. (I opted for Global Entry so I could get both benefits.)
